Dubai Still Dazzles: Why UAE Restrictions Don't Change Your Incentive Story
The UAE's new Ebola-related entry measures are targeted and specific — here's what planners need to know, and why Dubai remains wide open for business.
The Headlines Sound Alarming. The Reality Is More Nuanced.
When the words "visa suspension" and "entry restrictions" appear in the same sentence as the United Arab Emirates, inboxes light up. Clients forward articles without reading them fully. Procurement teams start asking nervous questions. And somewhere, a beautifully crafted Dubai incentive proposal starts to wobble.
Take a breath. Read the small print. Then call your DMC.
The UAE's new precautionary measures, announced on June 5, 2026, are precisely targeted health protocols in response to Ebola developments in Central and East Africa. They apply to nationals of — and travellers arriving from — the Democratic Republic of the Congo, Uganda, and South Sudan. They do not affect the vast majority of corporate and incentive travel groups heading to Dubai, Abu Dhabi, or Ras Al Khaimah.
What the Restrictions Actually Say
From June 6, 2026, the UAE suspended the issuance of new visas for nationals of the DRC, Uganda, and South Sudan, and restricted entry for anyone arriving from those three countries — including those who transited through a third country first.
The key detail for planners: travellers who have spent more than 21 days outside those three countries before arriving in the UAE are not subject to the entry restriction. Cargo flights continue. Transit flights continue. The measures are a public health precaution, not a broad travel clampdown.
For the overwhelming majority of European, North American, Asian, and GCC-based corporate travel groups, these restrictions are simply not relevant to your programme. But knowing that — and being able to confidently communicate it to clients and delegates — is part of what makes a well-briefed travel professional invaluable right now.
Because Dubai Is Still, Unambiguously, One of the World's Great Incentive Destinations
Let's talk about what your delegates will actually experience, shall we?
Imagine arriving into one of the world's busiest and most efficient airports, whisked through a private terminal into a fleet of waiting vehicles, and delivered to a resort where the Arabian Gulf stretches out in front of you like a promise. That's Dubai on day one. By day three, they'll have floated in a private abra through the old gold souk, dined in a Michelin-starred restaurant where the chef came to the table, and watched the Burj Khalifa light show from a rooftop terrace that their colleagues back home will spend the next year hearing about.
Dubai offers something rare in incentive travel: it genuinely impresses people who thought they'd seen everything. The scale is extraordinary. Service culture is world-class. The breadth of experience — from Bedouin desert camps under a canopy of stars to ultra-modern art districts and private island dining — gives planners an almost embarrassing amount to work with. Dubai Still Dazzles.

What Abu Dhabi Adds to the Conversation
For groups who want to combine glamour with gravitas, Abu Dhabi is the UAE's quiet masterpiece. The Louvre Abu Dhabi. The Sheikh Zayed Grand Mosque — genuinely one of the most breathtaking buildings on earth. Yas Island for Formula 1 experiences. A slower pace that allows for real conversation, genuine connection, and the kind of reflective group experience that leadership programmes are built around.
Your DMC Knows the Landscape
A destination like the UAE rewards local expertise. Entry requirements, cultural considerations, preferred supplier relationships, government permit processes for private events — none of this is guesswork when you have the right DMC in your corner. They know which venues are actually exclusive and which ones just claim to be. Which experiences are genuinely transformative and which are tourist traps dressed up in gold leaf.
They also know when a headline is worth worrying about and when it isn't. Dubai Still Dazzles and is waiting to be discovered.
